(NCMEC) In September 1998, the National Center for Missing & Exploited Children hosted an International Forum composed of an unofficial group of more than 50 concerned experts from 11 different countries. Their task was to discuss international parental child abduction and evaluate the effectiveness of the Hague Convention on the Civil Aspects of International Child Abduction, the main piece of international law designed to address this problem. This report provides a summary of those proceedings, and the resulting action agenda.
